The Ministry of Finance proposed to the government to raise the contribution on preferential mortgages to 30%

The Ministry of Finance of the Russian Federation prepared and submitted to the government a draft resolution with changes to the conditions for issuing preferential mortgages, which increase the targeting of such programs and reduce the risks of overheating in the housing lending market, Interfax reports, citing a source in the financial and economic block of the government.

According to the source, the department proposes to reduce the maximum loan size under preferential programs for Moscow, St. Petersburg, Moscow and Leningrad regions to 6 million rubles. In addition, the Ministry of Finance proposes to again increase the minimum down payment, now to 30%, and also once again reduce by 0.5% the maximum amount of subsidies received by banks lending under these state programs.

The Ministry also proposes to limit the possibility of a borrower receiving several preferential mortgage loans (that is, the client will be able to take out only one preferential loan and only under one preferential mortgage program).

Other proposals that are designed to improve the targeting of preferential programs include the introduction of a limit on the size of the maximum debt load (MDL) of the borrower, which, taking into account the issuance of a preferential loan to him, should not exceed 50%, as well as the introduction of requirements for the income level of citizens who have access to preferential loans.

Let us remind you that in September the government increased the down payment for soft loans from 15% to 20% of the price of the contract under which housing is purchased. However, this measure did not lead to a significant slowdown in issuances, since preferential mortgages became even more attractive in the context of rising prices for market programs against the backdrop of a sharply increased key rate.
