The Ministry of Economic Development of the Russian Federation checked how state policy in the field of energy saving and increasing energy efficiency is being implemented in Russian regions. The study made it possible to find out in which regions and in which areas this work was most successful in 2022. According to the results of the assessment, St. Petersburg was recognized as the leader in energy efficiency of apartment buildings.
The analysis took into account a number of indicators – equipping houses with automated individual heating units, metering devices, energy efficiency of major repairs, and the share of cross-subsidies. The department also noted the rating system for municipal districts used in the Northern capital as particularly successful practices.
“Fulfilling the instructions of the head of state, we are introducing energy-saving practices in industry, transport, housing and communal services, and street lighting. St. Petersburg is implementing large-scale programs to modernize heat supply and outdoor lighting systems using modern technologies. Today, the level of equipping apartment buildings with communal heat metering devices is 96% – this is one of the highest indicators in the country,” said Governor Alexander Beglov.
According to him, the city pays special attention to improving energy efficiency during major renovations of houses. This, in particular, includes the modernization of central heating stations and the installation of automated individual heating points, which allows automatic regulation of heat consumption and hot water supply temperature. As a result, hot water consumption is reduced by 10%, and heat savings reach 25-40%.
“By minimizing energy consumption, we also restrain the growth of tariffs and ensure the highest possible level of comfort and quality of life for St. Petersburg residents,” the governor emphasized.
Another part of the big job is upgrading the lighting system. Modern LED systems have already been installed at more than 500 public sector facilities in the city. Over four years, the share of energy-saving LED street lamps increased from 17 to 45%. This provides significant savings to the city budget: only the replacement of sodium lamps with LED lamps carried out in 2022 will allow saving 96.8 million rubles in 2023.
In addition, replacing street lamps with modern ones, with a large number of lanterns, makes it possible to make urban areas brighter and more beautiful without increasing power, while simultaneously increasing the safety of St. Petersburg residents.
In 2023, work on outdoor lighting will be carried out, in particular, in six blocks, on 21 streets and highways, in five gardens and parks. In addition, by the end of the year it is planned to equip 186 children’s and sports grounds with external lighting.
It is noteworthy that the Northern capital is also among the leaders in the number of concluded energy service contracts in general: there are already 559 of them with a total volume of attracted investments of about 2 billion rubles.
