The Ministry of Justice proposed allowing the registration of marriages and divorces at the MFC

The Ministry of Justice proposed to allow marriages to be concluded and dissolved in MFC branches; the draft bill was published on the regulatory acts portal.

“Multifunctional centers for the provision of state and municipal services may be entrusted by the law of a constituent entity of the Russian Federation with powers for state registration of birth <…>marriage <…>dissolution of a marriage concluded on the territory of the Russian Federation <…>as well as the issuance of repeated certificates of state registration of acts of civil status and other documents confirming the presence or absence of facts of state registration of acts of civil status,” the document says.

Amendments are being made to the Family Code of Russia and the federal law “On Acts of Civil Status,” RBC reports.

It will be possible to register a marriage at the MFC between citizens of Russia, “with the exception of marriage in a solemn ceremony, marriage between persons who were previously married and whose previous marriage

was terminated by the competent authority of a foreign state.” Marriage registration through the MFC is also not possible between persons who (one of whom) due to serious illness or other valid reason cannot come to the multifunctional center, as well as with a person in custody or serving a sentence.

Spouses who do not have common minor children can dissolve a marriage through the MFC by mutual consent, as well as on the basis of a corresponding court decision that has entered into force. In this case, the marriage must be registered on the territory of Russia.

It will still be possible to get married or divorce through registry offices.
