The Legislative Assembly of St. Petersburg submitted to the State Duma a bill to amend certain regulations concerning the rights of citizens during resettlement within the framework of integrated territorial development (CTD).
The document, in particular, provides for compensation to the displaced for all losses (now compensation is also provided, but there is no obligation to cover all expenses), writes RBC.
It is also proposed to legislatively secure the right of owners and tenants of residential premises to obtain equivalent housing (if available) in the same urban district or settlement where the house included in the CRT program is located. Under existing laws, local authorities are not required to do this.
Separate mention is made of cities of federal significance – Moscow, St. Petersburg and Sevastopol. In these regions, when relocating disabled people or citizens recognized as needing social assistance within the framework of the CRT, the proximity of social service organizations to the new housing must be taken into account. Currently, the departments implementing the program do not have such an obligation.
The project also proposes to increase the voting period at the general meeting of owners, where a decision is made on including housing in the CRT program. According to the authors of the initiative, the duration of remote voting should be 90 days. Now it is from seven to 60 days.
