On August 25, 2019, he wrote in the same column: “The news has already circulated in the digital media that the Ministry of Tourism will try to regulate informal accommodation through the regulation of accommodation in tourist facilities. As is known, this regulation will have 17 articles and will be mandatory for owners, tenants and managers of real estate, as well as for traders, intermediaries and those who in any way promote, spread or sell the offer of accommodation to domestic and foreign citizens. passengers.
It took more than four years (Official Minutes of September 22, 2023) for the current Minister of Tourism, Niels Olsen Peet, to pass the Decree on Tourist Accommodation in Residential Buildings with ministerial consent. One of the first things to appreciate is that all natural or legal persons who wish to receive “guests in residential buildings, regularly and temporarily, with economic compensation”, will have to register with the Tourist Registry. Unique annual work license.
But perhaps the most important thing in obtaining these permits is that among the requirements for obtaining the Tourist Register is the obligation to obtain the RUC (Uniform Register of Taxpayers), which will mean that the listed facilities that are qualified for this activity, either as a natural or legal person , will be obliged to pay the municipal patent and 1.5 per thousand on the total property in the respective municipalities (in the latter case as long as they are obliged to keep accounting).
(…) the idea is not to make obtaining this working rate something arduous, but a simple procedure…
Another good news is that, unlike the Regulation proposed by the government of LenĂn Moreno, the provider of tourist accommodation in residential facilities must keep a register of guests and must submit said information to the National Tourist Board and/or bodies that, with proper motivation, require it.
Now, in relation to the requirements of the Single Annual Work Permit, although the Ministry of Tourism has determined that they are “only” the following: a) Application on the appropriate form or document; b) Tourist register assigned by the National Tourist Board or GAD, which assigned the mentioned attribution; c) Payment of the fee for issuing or renewing the Single Permit; The procedure must be arranged, in accordance with what is determined by the autonomous decentralized municipal or city authorities, within 180 days starting from September 22 of this year.
We will be attentive and alert to what the municipalities in the country are doing for this purpose, since the idea is not to make obtaining that operational rate something laborious, but a simple, digital and, above all, cheap procedure, for the needs not to turn it into a mechanism for paralyzing an activity that urgently needed to be regulated, which was finally, in my opinion, correctly done..
