The Environmental Supervision Committee of the Leningrad Region assessed the damage to soil from a waste dump in the village of Nizino, Lomonosov District, at 3.6 billion rubles. This amount, as follows from the decision of the Arbitration Court, the owner of the site, JSC Petrodvortsovoye, must reimburse the committee for damage to the environment.
According to the case materials, the landfill area currently exceeds 670 square meters. m, the volume of waste is 235 thousand cubic meters. During the inspection, experts found that 2/3 of the site area was subject to anthropogenic impact. In particular, soil waste from excavation work, wood waste, scrap brickwork and ferrous metals were found on the territory. Meanwhile, the site belongs to the category of land for “agricultural purposes” and has the type of permitted use “for agricultural production”. The court found the owner of the plot guilty under Part 3 of Art. 8.2 of the Code of Administrative Offenses of the Russian Federation (Non-compliance with requirements in the field of environmental protection) and decided to recover 3.6 billion rubles from the company. for causing harm to the environment in favor of the committee. The court also imposed a fine of 450 thousand rubles, writes RBC.
In addition to collecting damages, the committee also demanded that Petrodvortsovoye be obliged to carry out land reclamation. However, the court satisfied only the first part of the claim. At the same time, as follows from the arbitration decision of 2020, the CJSC already owes 60 million rubles for damage to the same facility. The bailiffs of the Lomonosovsky district asked the court to recover the amount from the debtor’s property. The arbitration, as the committee clarified, fully satisfied the claim.
