Beglov proposed cutting St. Petersburg expenses in 2023

Governor of St. Petersburg Alexander Beglov has prepared an amendment to the draft law on the city budget for 2023 and the planning period 2024-25. The document involves reducing expenses and the budget deficit, as well as increasing revenues.

According to the amendment, St. Petersburg’s revenues in 2023 will amount to 1.097 trillion rubles. Initially, the level of income was determined at 1.048 trillion rubles; in the autumn adjustment, the figure increased to 1.093 trillion rubles. Expenses, on the contrary, decreased from 1.202 trillion rubles to 1.199 trillion rubles. Before the adjustment, the amount was 1.195 trillion rubles.

The budget deficit, according to the governor’s calculations, should be reduced to 101.8 billion rubles. The adjusted deficit amounted to 109 billion rubles, according to initial estimates – 146.7 billion rubles.

Tax and non-tax revenues, as follows from the explanatory note, will increase by 4.2 billion rubles. This is due to clarifications made based on actual payments. Gratuitous receipts will be reduced by 100 million rubles. due to a decrease in transfers from the federal budget. In addition, the authorities plan to reduce the costs of the targeted investment program (TIP) by 5.2 billion rubles. due to the redistribution of the budget “for the planned use of funds.”

Consideration of the governor’s amendments is scheduled for October 20.
