The St. Petersburg government decided to change the rules for street musicians performing on Palace Square. As RBC writes with reference to the city committee for culture, officials, in particular, decided to shorten the maximum period for holding a street performance.
The department stated that the changes regarding points on Palace Square were prepared “based on the results of the first summer season of the new law on street performances.” The maximum period for a street performance by one artist or organizer on Palace Square will be reduced to 5 days, and the duration of the performance will be reduced to 3 hours per day.
The chairman of the city committee for culture, Fyodor Boltin, explained that the current version of the law allows the organizer to “book” a location for 30 days for several performers – and many artists do not like this. Reducing the maximum rental period for places “will create a healthy competitive environment and reduce tension in the street performer community,” the department believes. The order of the Culture Committee will be published soon on the Smolny website. It will come into force before the end of this year.
In response to RBC’s question about who will control the performance time of the musicians, the department said that this would be done by employees of the Committee on Security and Law Enforcement.
