A bill has been submitted to the Legislative Assembly of St. Petersburg, if passed, a ban on rental scooters and other personal mobility devices (PIMs) will be introduced in the city for three years. The document, developed by the head of the LDPR faction and vice-speaker of the Legislative Assembly Pavel Itkin, is posted on the Mariinsky Palace website.
According to the author of the initiative, the need to adopt such a city law is due to the large number of accidents involving SIM, including fatal ones. In addition, SIM tenants constantly violate the rules for using these vehicles, creating interference and danger for pedestrians, as well as for themselves.
At the same time, kick-sharing companies that provide scooters for rent using a mobile application do not monitor their actions, and the legislation does not have mechanisms for bringing violators to administrative responsibility. At the same time, the rental organization format allows, in some cases, the management of SIM by minors.
Itkin draws attention to the fact that the impunity of people who drive SIMs in violation of the rules is facilitated by the absence in the legislation of requirements for the registration of SIMs with the assignment of a registration number to each, and law enforcement officers cannot stop such drivers.
According to the document’s developer, a complete three-year ban on the use of kick-sharing electric scooters and other means of personal mobility will allow this area to be properly regulated. The bill does not apply to personal vehicles of citizens.
