Will the US impose further sanctions on Huawei? Politicians do not believe that the Chinese built the processor themselves

The chairman of the US House of Representatives Committee on China is pressing the Department of Commerce to restrict the export of technology to Huawei. This is a response to Huawei and the Chinese company SMIC developing their own integrated circuit for smartphones.

A few days ago, Huawei presented the new Mate 60 Pro smartphone. The device was shown only in China and without any big announcements, but in the West the smartphone is famous because of the processor powering it. It turns out that Chinese companies managed to develop their own SoC – system on a chip.

the Chinese company Semiconductor Manufacturing International Corp (SMIC). According to reports, this is the first such an advanced processor with 5G support created based on Chinese technological solutions, hence it was hailed in the press as groundbreaking.

US House of Representatives to ban technology exports to Huawei

The case became so famous that American politicians became interested in it. Mike Gallagher, chairman of the China Committee of the US House of Representatives, appealed to the US Department of Commerce to introduce a complete ban on the export of all goods to Huawei and SMIC. As he stated, the new chip installed in Huawei phones may violate trade restrictions imposed (in 2019) by the US.

Gallagher believes that the Chinese chip could not have been produced without American technology, and therefore SMIC may have violated U.S. Department of Commerce regulations by helping Huawei. “This chip likely could not have been produced without U.S. technology, and therefore SMIC may have violated Department of Commerce regulations – the Foreign Direct Product Rule. It is time to end all U.S. technology exports to Huawei and SMIC and make clear that each company that disregards U.S. law and undermines our national security will be cut off from our technology,” Gallagher said in a statement.

As a reminder, in accordance with US sanctions, American companies (or those related to the US) cannot cooperate with Huawei, including selling their products and technologies to the Chinese company. This law had the effect of cutting off Huawei smartphones from Google services, but also forced Huawei to abandon its own line of HiSilicon Kirin processors, which used Western technological solutions and were built by the Taiwanese company TSMC. The sudden return of the Kirin clearly worries American politicians.

Any cooperation between American companies and Huawei can only take place after obtaining an appropriate license from the American authorities. Huawei was placed on a US blacklist in May 2019 due to concerns about US “national security”, and SMIC was added to the list in December 2020 over allegations that it could transfer advanced technology to the Chinese military. As Reuters writes, thanks to the above-mentioned licenses, American companies still earn billions by selling products to Huawei and SMIC, and especially to the latter of these companies.

What is known about Huawei’s new SMIC processor?

The Kirin 9000s chip was to be built in a 7-nanometer technological process based on SMIC solutions and is as efficient as the Snadragon 8 series from Qualcomm. It also enables connectivity to the 5G network, which in turn is key information for people who decide to buy a smartphone from the Chinese giant. Tests that Chinese consumers posted online show that the Mate 60 Pro is able to offer data transfers that exceed the capabilities of typical 5G smartphones –

While Huawei managed to build its own ecosystem and application store (Huawei AppGallery) almost from scratch, separated from Google services, the lack of 5G has so far been one of the biggest problems of the company’s new smartphones. So it seems that Huawei, after many years, can finally produce smartphones using its own 5G-capable chips, regardless of American sanctions.
