The government hopes to refer a second investment bill to the legislature and will need 70 votes for it to be approved in plenary session.
The legislative benches of the Democratic Left and Pachakutik will maintain dialogues with the Government, although they question the outcome of the urgent tax reform project, since to get the Executive into force it relied on the correísmo represented in the Union bench for Hope (UNES).
Since last May, the Executive, the ID and Pachakutik have acted together in the legislature and maintain administrative control of the board of the National Assembly and the main permanent specialized commissions. Before and during the processing of the urgent tax reform project called the Economic Development and Fiscal Sustainability Law, these three sectors participated in meetings and discussed modifications to the Government’s legislative proposal, but they did not have the stage of an understanding with the Correísmo to pass the project through the Ministry of Law, after the hardening of positions in Pachakutik.

The coordinator of the ID bank, Alejandro Jaramillo, commented that his political organization will always seek dialogue and be proactive. “Yes, we are asking the President of the Republic not to dedicate himself to listening, but to listening to the people.”
That for the good of the country, added the politician, they are going to continue with the dialogues because the ID considers that the National Assembly should work hand in hand with the Executive, but that “they will not be able to lend themselves as UNES did, to make the government play. and pass a monstrosity of law that affects the interests of the entire middle class, the popular and the working class ”.
The dialogue with the Executive could be broken if it continues to act in the way it did with the urgent economic project, establishing “pacts of pardon,” warned Jaramillo, who assured that the legislative alliance with Pachakutik continues.
The permanent dialogues will allow the country to move towards real development, Jaramillo insisted, and pointed out that in no way can it be assured that the ID entered the co-government when referring to the appointment of Andrés Vallejo, an active member of the group, as Ecuador’s ambassador in Spain.
That this designation responds to a personal issue, that he was never consulted, who serves as head of the bench and provincial president of the ID, that no type of authorization has ever been requested from the orange party to assume diplomatic representation in Spain, He also does not know if that designation comes from the national directive.
Jaramillo clarified that they do not have any ideological affinity with the Government, but that the ID extended its hand to the President of the Republic so that he has governability, but that what he did with UNES is regrettable, that is, to reach an agreement between Rafael Correa and Guillermo Lasso.
Faced with this, that political store prepares a project to partially repeal the Economic Development and Fiscal Sustainability Law, which will be presented in the coming days.
Rafael Lucero, coordinator of Pachakutik, expressed that since the last meeting that the bloc held with the Executive, there has not been a new approach, but he considered that Ecuador needs the two sectors, the Executive and the Legislative, to continue talking despite the divergences and diversities.
He questioned that the Government had published the tax reform after a political agreement with Correísmo, when the Pachakutik sector warned of the serious impact that the application of this reform will have on the middle class.
However, he said that the draft repeal of the tax reform is the initiative of a sector of assembly members of Pachakutik and not of the entire bench. That just this Tuesday there will be an internal debate in the bench in which the support or not of that legislative initiative will be defined.
Lucero admitted that there are two groups within the Pachakutik bench, that one of them intends to do some things without consulting with the bench and the other that is within the block that demands prior socialization regarding what is presented in the legislature.
The group of legislators from Pachakutik who presented the project to overturn the tax reform is led by Mario Ruiz Jácome, Mireya Pazmiño, Bertha Sánchez, Dina Farinango, José Cabascango, Darwin Pereira, Salvador Quishpe and Ángel Maita, among others. This political sector maintained its criticism of the project presented by the Executive and raised the file of the proposal, but did not obtain enough votes for that purpose. (I)
