IACHR concludes its visit to Ecuador due to prison crisis

The agency will prepare a report with recommendations for the Ecuadorian State. Today he meets with authorities for a precautionary measure in favor of Jorge Glas.

This Friday, December 3, the Inter-American Commission on Human Rights (IACHR) concludes his three-day visit to Ecuador to investigate the prison crisis that the country has been going through three years ago and that, in the last acts of violence in the Litoral Penitentiary, left a balance of 62 people deprived of liberty murdered.

The delegation hopes that this will be one of several follow-up visits to the situation of prisons and persons deprived of liberty, as well as to the implementation of the recommendations by state institutions.

Between 08:30 and 09:30, the delegation had scheduled a meeting with the National Court of Justice; from 09:45 to 10:15, with the judiciary Council; from 10:15 to 10:45, with the State Attorney General; from 10:45 to 11:15, with the Public Defender of Ecuador; from 11:15 to 12:00, with the Constitutional court.

From 12:30 p.m. to 2:30 p.m., the delegation will carry out an evaluation of the visit with the Secretariat for Human Rights, the Ministry of Foreign Relations, the National Comprehensive Attention Service (SNAI), the State Attorney General’s Office, the Ministry of Government and the General Legal Secretariat of the Presidency.

Before concluding the visit in the Ombudsman’s Office (at 3:00 p.m.), from 2:30 p.m. to 3:00 p.m. the delegation has planned a meeting on the precautionary measure issued in favor of the former Vice President Jorge Glas Espinel, with representatives of various state institutions.

The IACHR delegation is made up of Stuardo Ralón, commissioner and rapporteur on the Rights of Persons Deprived of Liberty; Tania Reneaum Panszi, Executive Secretary of the Inter-American Court of Human Rights (IACHR); María Claudia Pulido, Deputy Executive Secretary for Monitoring, Promotion and Technical Cooperation on Human Rights; and four people from the technical team.

On Wednesday, December 1, the commissioners met with various authorities, such as President Guillermo Lasso and the Assembly’s Comprehensive Security Commission. On Thursday, December 2, they visited the Latacunga and Guayaquil prisons to learn about the situation of the detainees; and, in Cotopaxi, they also met with Glas.

After the visit, the IACHR delegation will prepare the report of recommendations for the Ecuadorian State. (I)
