The Commission is monitoring the application of the precautionary measure for the former vice president.
As part of his schedule of activities for the visit to Ecuador to verify the human rights situation in the prison system, the Inter-American Commission on Human Rights (IACHR) asked to meet with him former Vice President Jorge Glas, It is Thursday, December 2, during your visit to the Latacunga prison.
The IACHR delegation visits the country from Wednesday, December 1 to Friday, December 3 and plans to prepare a report with recommendations for the Ecuadorian State.
At the meeting with Glas they will be present Stuardo Ralón, commissioner and rapporteur on the Rights of Persons Deprived of Liberty; Tania Reneaum Panszi, Executive Secretary of the IACHR; María Claudia Pulido, Deputy Executive Secretary for Monitoring, Promotion and Technical Cooperation on Human Rights; and people from the Commission’s technical team plan to meet with state authorities, civil society, and visit two prisons.
The last activity that the entire delegation will share in the country will be on Friday, December 3, at 2:30 p.m., with delegates from various public institutions related to the prison system to discuss the precautionary measure for Jorge Glas.
The December 31, 2019, the IACHR granted precautionary measures in favor of Jorge David Glas Espinel in Ecuador “after considering that he is in a serious and urgent situation of risk of irreparable damage to his rights.”

The IACHR asked Ecuador to adopt the necessary measures to protect Glas’ rights to life and personal integrity, “evaluating and implementing those most appropriate to the personal circumstances and that allow creating the conditions that ensure and respect his rights”; to agree on the measures to be adopted with the beneficiary and their representatives; and to report on the actions taken to investigate the events that led to the adoption of this precautionary measure and thus avoid its repetition.
On December 2017, Glas was sentenced to six years in prison for the crime of illicit association in the case of bribes from the construction company Odebrecht.
The Commission also asked to meet with civil society in Quito and Guayaquil.
The IACHR visits the country after the massacre that occurred in Litoral Penitentiary in mid-November that left a balance of 62 inmates murdered, facts by which the government of Guillermo Lasso renewed the state of exception in prisons. (I)
