IACHR meets with Guillermo Lasso, visits prisons in Guayaquil and Latacunga, and asks to meet with former Vice President Jorge Glas

Authorities from all functions of the State and meetings with civil society are on the Commission’s agenda.

To verify the human rights situation in the prison system and in the midst of a new state of emergency for the centers of deprivation of liberty decreed by the government from Guillermo Lasso, a delegation of three authorities and four technicians visit Ecuador, starting this Wednesday 1 to Friday, December 3.

Stuardo Ralón, commissioner and rapporteur on the Rights of Persons Deprived of Liberty; Tania Reneaum Panszi, Executive Secretary of the IACHR; María Claudia Pulido, Deputy Executive Secretary for Monitoring, Promotion and Technical Cooperation on Human Rights; and four people from the technical team of the Commission plan to meet with state authorities, civil society and visit two prisons.

Today, Wednesday, around noon, the entire delegation is scheduled to meeting with President Guillermo Lasso in the Palace of Carondelet. Before there are hearings with him chancellor Mauricio Montalvo; the Secretary of Human Rights, Bernarda Ordonez; the Minister of Government, Alexandra Vela; the Minister of Defense, Luis Hernández; the general commander of the Police, Tanya varela; and the director of the National Service for Comprehensive Attention to Persons Deprived of Liberty (SNAI), Fausto Cobo.

In the afternoon, at the request of the IACHR, meetings are scheduled with the Ombudsman and with civil society. In addition, with the National Assembly and the State Attorney General, Íñigo Salvador (only the executive secretary attends this last appointment).

On Thursday, the delegation is divided into two groups, one moves to Guayaquil and the other to Latacunga.

In Guayaquil they will visit the Guayas No. 1 Center for the Deprivation of Liberty and the Women of Guayas Center for the Deprivation of Liberty. They will then hold a meeting with the governor and, at the request of the IACHR, with civil society.

In Latacunga, the other group will visit the Cotopaxi Center for the Deprivation of Liberty and the Center for the Deprivation of Liberty for Women, in Quito.

The IACHR has asked to hold a follow-up interview on the precautionary measure with former Vice President Jorge Glas Espinel, who is being held in the Cotopaxi Center for the Deprivation of Liberty.

On Friday, the entire delegation will hold a meeting with the authorities of the National Court of Justice, the Council of the Judiciary, the State Attorney General’s Office, the Public Defender’s Office of Ecuador, the Constitutional Court.

Finally, later, an evaluation meeting of the visit will be held with the Secretariat of Human Rights, the Ministry of Foreign Affairs, SNAI, the Attorney General’s Office, the Ministry of Government and the General Legal Secretariat of the Presidency.

The last activity that the IACHR delegation will carry out in Ecuador is a meeting on the precautionary measure for former President Jorge Glas, on Friday, at 2:30 p.m..

After the visit, The IACHR will prepare a report of recommendations for the Ecuadorian State. Days ago, Lasso said that the Government appreciates the intervention of the international organization and said that there will be openness and facilities for the delivery of information and visits. (I)
