The State Duma adopted in the second and third readings amendments to a number of laws in connection with the introduction of the digital ruble. Thus, according to the relevant bill, the digital ruble will be issued by the Bank of Russia and will become an additional form of the Russian national currency, circulating along with cash and non-cash rubles.
At the same time, it is not provided for the attraction of digital rubles in deposits and deposits.
The Central Bank is legally assigned the status of the operator of the digital ruble platform and the authority to organize, establish rules and ensure the uninterrupted functioning of this platform.
Non-residents will be able to carry out transactions with digital rubles without restrictions, unless otherwise provided by the legislation of the Russian Federation. Digital ruble accounts for non-residents will be opened by the platform operator, and access to this platform will be provided by its participants (Russian authorized banks or foreign banks), and in cases provided for by law, by the operator itself.
The relevant law should come into force on August 1, 2023, with the exception of certain rules that will come into force later.
