President Vladimir Putin signed a law banning the capture of whales, dolphins and other marine mammals for educational and cultural purposes. The document is published on the official portal of legal information, it will enter into force on September 1, 2024.
The law stipulates that the extraction (catch) of marine mammals for educational and cultural purposes will be possible only by decision of the government commission. This decision will be published on the website of the Federal Agency for Fishery within five days from the date of its receipt. The specifics of the extraction (catch) of marine mammals will be established by the government.
As the authors of the law noted, the harvesting of marine mammals for cultural and educational purposes actually means their use in entertainment and entertainment events, in order to generate income.
The law began to be drafted after the discovery of a “whale prison” in Primorye, where 11 killer whales and 90 belugas caught for Chinese dolphinariums were kept in poor conditions.
