The Secretariat for Irregular Human Settlements updated the report so far in 2023 to 477. Guayas leads the list with 172 cases, followed by Manabí (63) and Santa Elena (62).
Rampant population growth and lack of basic services, among other disadvantages, are guaranteed if there is no control over property invasion practices. The registered figures are not the totality of those occurring in the entire national territory.
The Secretariat is responsible for coordinating policies to prevent, regulate and control irregular human settlements, as stated verbatim in the documents. But behind the invasions there is a cruel “business” of land trade that exploits the need for a roof of local families or internal and external migration that goes by mistake to those who cheat them when they are placed for low prices in owner-occupied areas or in risky areas.

Land trade remains an unresolved issue. There is one more thing that the regime and the judiciary must take care of.
The opening of more affordable housing or land programs would contribute to reducing the space for irregular settlements. Ecuadorians are, for the most part, honest people, who are looking for the opportunity to have a roof for their children and will certainly choose a direct purchase, without risk. They already showed this when they were offered municipal and state plans in which their businesses enter.
Complaints, control of irregular settlements, are a way to avoid future misfortunes due to bad location and complaints due to lack of services because they are not the result of planning, they do not have permits or legality. Parallel and of great importance is another solution: the offer of housing plans.
