People recognized as foreign agents cannot work as election observers, the plenum of the Supreme Court of Russia decided.
According to RBC, the court ruling states that a foreign agent is not entitled to engage in activities that “promote or hinder” the holding of a referendum; nomination of candidates or their lists; electing registered candidates; putting forward an initiative to hold a referendum; achieve a certain result in an election or referendum.
In addition, foreign agents cannot “participate in other forms in election campaigns, referendum campaigns” and be a trustee of candidates and electoral associations. “With this in mind, a person with the status of a foreign agent cannot be an observer at elections, a referendum,” the document says.
It is also noted that foreign agents and persons affiliated with foreign agents are prohibited from hiding their status when nominating or self-nominating as a candidate for participation in elections.
