The Bank of Russia has published a draft instruction providing for the extension of the OSAGO policy to the LDNR, Zaporozhye and Kherson regions after January 1, 2024. Thus, the Central Bank proposed to establish a territorial coefficient (CT) of 0.68 for all types of vehicles in these regions.

Also, the draft contains tariff changes for owners of vehicles from foreign countries who draw up an OSAGO agreement when entering Russia.

The regulator proposes for vehicles from “unfriendly” states, with the exception of cars of individuals, to increase the CT by more than seven times – from 1.7 to 12.5. “For car owners of all other states, the coefficient will remain the same, regardless of the vehicle category (1.7),” the Central Bank added.

The directive will enter into force ten days after its official publication.

As RBC notes, from June 1, insurance issued in the EU countries ceased to be valid in Russia, while Russian certificates – in the EU, Great Britain and Switzerland. The Russian Union of Motor Insurers explained that now drivers wishing to enter the European Union, Switzerland or Britain must obtain a policy of the country they enter at the border. To enter the territory of Russia for cars registered in these countries, drivers need to purchase a Russian OSAGO policy.
