Members of volunteer squads in the Kursk region can be involved in cordoning off certain areas and enterprises. This was stated by the governor of the Kursk region Roman Starovoit, quoted by Kommersant.
He stressed that in the event of, for example, the penetration of sabotage groups, combatants will not be involved in the battles. Starovoit added that the issue of arming the people’s squads has not yet been resolved.
“In the event, God forbid this happens, of a major DRG or an armed invasion, they will not participate: this is not their task, this is the task of the border guards and the Ministry of Defense. But it is possible to use combatants to cordon off districts and enterprises so that civilians do not go there, ”the head of the region explained.
He stressed that the first volunteers in the Kursk region have already been trained and they can be enlisted in the mobilization reserves of territorial defense, but as long as there is no martial law, the authorities cannot form them, as well as issue equipment and weapons.
Earlier, the head of the border Belgorod region, Vyacheslav Gladkov, said that he was looking for a legal way to issue weapons to participants in the defense.
It should be noted that measures within the framework of territorial defense are carried out only during the period of martial law. At the moment, martial law is in effect in four regions – the Donetsk and Lugansk People’s Republics, as well as in the Zaporozhye and Kherson regions.
Recall that a number of border regions are regularly shelled, including shells falling in the Belgorod, Kursk and Bryansk regions, as well as in the Crimea – in these subjects there is a medium response regime.
