Russian President Vladimir Putin, at today’s meeting with leaders and representatives of the mission of African countries, showed the initialed draft treaty with Ukraine, which was being prepared in March last year in Istanbul. According to TASS, Putin indicated that the Russian side had never commented on or made this document public, although there was no agreement with the Ukrainian side that it would be confidential.
The President of the Russian Federation specified that the draft of this agreement was initialed by the head of the negotiating group from Kyiv.
“He put his signature there. Here it is,” Putin added.
According to Putin, as soon as the Russian troops were withdrawn from Kyiv in accordance with the agreements, Ukraine threw it all “into the dustbin of history.” Nevertheless, the president added, Russia has never refused to negotiate.
TASS notes that we are talking about an agreement in which paragraph 1 of Article 1 states that Ukraine undertakes to maintain its “permanent neutrality”, which is proclaimed and enshrined in the Constitution of Ukraine.
The next paragraph states that the guarantor states, including the United Kingdom, China, Russia, the United States and France, recognize, respect and guarantee the status of Ukraine as a permanently neutral state, and also undertake to ensure that this status is observed at the international level.
Meanwhile, in October, Ukrainian President Volodymyr Zelensky enforced the decision of the National Security and Defense Council on the impossibility of holding negotiations with Putin.
