A business that is not associated with harm to human health does not need to be checked, it can be limited to preventive measures only. This statement was made by Russian President Vladimir Putin, speaking at SPIEF.

In his opinion, if a business is not associated with high risks of harm to citizens or the environment, then it should not be checked at all.

“Neither planned, nor unscheduled, there are enough preventive measures,” the head of state believes.

He pointed out that the country’s authorities plan to work in the coming years to reduce administrative pressure on businessmen.

Speaking at SPIEF in 2022, Putin also called for the abolition of most scheduled inspections of Russian businesses whose activities are not associated with the risk of harm. He said then that the government should determine the specific parameters of this reform in the coming months. After that, Deputy Prime Minister Dmitry Grigorenko said that the government intends to exempt businesses from most inspections from 2023.

In May, Russian Prime Minister Mikhail Mishustin said that the number of inspections of businesses in Russia had fallen to a historic low last year. The Prime Minister specified that only 340,000 inspections had been carried out in Russia, one third of which were in relation to small and medium-sized businesses.
