The Ministry of Defense has proposed assigning the status of a combat veteran to Russians defending and protecting territories that are adjacent to the areas of the NMD. The law should include, among other things, military personnel transferred to the reserve, liable for military service and called up for military training.

As explained in the Ministry of Defense, such a project was prepared in order to establish the status of a veteran of military operations and a disabled combatant for military personnel who performed military tasks in the territories of regions adjacent to the areas of the Northern Military District, LDNR, Zaporozhye region and Kherson region.

Currently, conscripts do not have the status of participants in hostilities, since they are not sent to the Northern Military District, but are located in the border regions, which regularly come under fire from the Armed Forces of Ukraine.

War veterans are entitled to a number of benefits. For example, they can receive monthly payments (3481.85 rubles, for the disabled – 6328.41 rubles) and an increased pension. They are exempted from paying property tax on one taxable object, and land tax and personal income tax are reduced for them.
