Russia violated the Vienna Convention on Diplomatic Relations, adopted in 1961, when it froze the accounts of Finnish diplomatic missions, Finnish authorities say.
According to RBC with reference to the Finnish embassy in Russia, Finnish diplomats did not receive additional clarifications from the Russian side on the situation after the bank accounts of the country’s representative offices were frozen in April on the instructions of the Central Bank. Also, Moscow did not respond to the note of the Finnish embassy dated May 4, the embassy added.
“At a meeting at the Ministry of Foreign Affairs of the Russian Federation, Ambassador Helanterya recalled that no response had yet been received. Finland believes that Russia is violating the Vienna Convention on Diplomatic Relations,” the diplomatic mission said.
They emphasized that neither the authorities of Finland nor its Foreign Ministry restricted the provision of banking services to Russian representative offices, nor did they freeze their accounts.
At the same time, the Russian side claims that the freezing of the accounts of the Finnish embassy was introduced in response to the actions of the Finnish side. The representative of the Russian Foreign Ministry, Maria Zakharova, said that the Russian embassy in Finland was allowed to use only one account in one bank in the country.
