State Duma deputies adopted a law on the humanization of conditions of detention

The State Duma today adopted in the second and third readings a law providing for the humanization of the conditions of detention of suspects and accused in pre-trial detention centers and other institutions of the penitentiary system.

According to the chairman of the State Duma Committee on Security and Anti-Corruption Vasily Piskarev, according to the bill, the age of a child who is together with his mother in the pre-trial detention center of the penal system or in the children’s home of a correctional institution will be increased from three to four years.

It is also planned to change the procedure for removing penalties from the convict. For example, he will cease to be recognized as a persistent offender if he is not subjected to a new one within a year after serving a disciplinary sanction. This will be taken into account when mitigating the unserved part of the sentence.

Piskarev added that in order to stimulate the “socially useful” behavior of suspects and defendants, a measure of encouragement in the form of gratitude will be introduced. It is also planned to increase the amount of money that convicts can spend on buying food and basic necessities.
