The State Duma adopted amendments in the second and third readings, according to which Russians called up for military service will have to hand over their passports for the duration of their service. In addition, the law gives border guards the right to confiscate passports from Russians who are prohibited from leaving right at the border.

According to the document, Russian passports can also be seized in the following cases:

concluding an employment contract with an organization that implies access to information of particular importance or state secrets;

conscription for military service or assignment to alternative civilian service;

work in the federal security service. After dismissal – within five years from the date of dismissal;

serving sentences for crimes;

deviations from the fulfillment of obligations imposed on him by the court;

deliberately providing false information when preparing travel documents;

declaration of bankruptcy.

According to the amendments, conscripts will have to hand over their passports for the duration of their service to the migration department of the Ministry of Internal Affairs or the MFC. The document must be submitted within five days from the date of the decision to call. The rules apply to men aged 18 to 27. You can get a passport back after completing the service.

Kommersant, citing experts from the Military Advocates organization, writes that in accordance with Art. 15.1 departure from Russia is prohibited for citizens from the day when the summons is considered to be served. “Thus, conscripts who have received a summons from the military commissariat will not be required to hand over their passports until the decision of the draft commission is made in relation to them,” the experts noted.

At the same time, they admit that the document will be withdrawn immediately after the meeting of the draft commission.

According to lawyers, the amendments most likely will not affect the fall 2023 call, as they will only come into force 180 days after publication.
