Future changes in the system of higher education were revealed by the Minister of Science and Higher Education of the Russian Federation Valery Falkov.

As he explained on meeting of the final collegium of the Ministry of Education and Science of Russia, the master’s program will remain only in those Russian universities where there is the necessary material, technical and staffing.

“The master’s program cannot be implemented in all Russian universities without exception and become a commonplace. Still, today we have it. And we need to get away from this, ”said Falkov.

According to the minister, the ministry may consider dividing master’s programs into academic and professional ones. “Academic magistracy is one that meets the priorities of scientific development, so it should be fully funded from the budget. But a professional master’s program that has its direct beneficiaries – for example, employers from among industrial enterprises – it can and should have flexible financing schemes, ”Falkov explained.

As the minister noted, the transition to training in the new system of higher education “is tentatively visible, taking into account, including the experiment, in 2025.”
