The Ministry of Labor of Russia proposed to establish a unified approach to determining the status of a large family and give it to those families in which three or more minor children are brought up. According to TASS, this was announced by the deputy director of the department of demographic and family policy of the department, Elena Semenova.
“We believe it is right if it is determined that a large family is a family that brings up three or more minor children, including children who are under guardianship,” Semenova said.
Now the criteria by which large families are determined are set by the regions. For example, in Moscow, such a status is given to a family in which three or more children were born and / or are being raised, including adopted children, stepchildren and stepdaughters. A family is considered to have many children until the youngest child is 16 or 18 if still in school or college. In other regions, different rules apply: for example, in the Belgorod Region, families with three or more children under the age of 18, as well as full-time students of educational institutions of all levels aged 18 to 23 receive the status of large families.
The need to establish a definition of a large family, which will be the same in all regions, was announced in March by Prime Minister Mikhail Mishustin. He noted that this would entail budget expenditures.
“Families with many children today already have the right to a family mortgage, there is 6%, payments are 450 thousand rubles. – to repay the mortgage, free travel, in my opinion, the allocation of a free land plot, if I remember correctly, admission of children to kindergartens is a priority, ”he listed. The prime minister said that before making a decision, you need to “carefully look at everything.”
