Russian President Vladimir Putin signed a decree “On some issues of improving the system of higher education.” According to the text of the document, a pilot project will be held in the 2023/24 and 2025/26 academic years, which involves changing the levels of vocational education.
The corresponding project involves the establishment of two levels of higher education – basic higher and specialized higher, as well as the establishment of one level of professional education – postgraduate studies.
So, at the level of specialized higher education, programs of magistracy, residency and assistantship – internships should be implemented.
Within the framework of the pilot project, the period of mastering basic higher education programs should be from 4 to 6 years, master’s programs of specialized higher education – from one to 3 years, depending on the direction of training, specialties or profile of training, or on the specific qualifications of sectors of the economy and social sphere. The document specifically emphasizes that this project should provide for the training of persons with higher education – a specialist, in master’s programs of specialized higher education. According to the document, such training is not a second or subsequent higher education for these persons.
Those students who will master the programs of basic higher education, specialized higher education and postgraduate studies are subject to the rights, social guarantees, duties and responsibilities provided for students in bachelor’s, specialist’s and master’s programs that have state accreditation, as well as programs for the preparation of scientific and scientific-pedagogical postgraduate staff.
The head of state instructed to develop and approve by June 30 educational standards and requirements for the levels of education established by this decree, as well as the corresponding educational program for universities and postgraduate studies.
Earlier, the President proposed to return to the traditional for Russia basic training of specialists with higher education. It is understood that as a result, the terms of study at universities will vary from four to six years, depending on the specific profession, industry and labor market demand.
