In recent weeks, we have seen with concern the increase in the number of disasters in Ecuador. The winter period causes river overflows, floods and landslides, unfortunately causing loss of human life, affected population, lost crops and damaged critical infrastructure, multiple road closures and other loss of social services, in different parts of the country. Events in front of which I express my solidarity with the bereaved families and send my sincere condolences to the people who lost their loved ones in one of these events.
Projections from the Intergovernmental Panel on Climate Change (IPCC) on climate change show an increase in precipitation in Ecuador, something that is, in fact, already being experienced. In addition, it is alarming that a possible El NiƱo phenomenon could be associated with the atmosphere in the coming months of the year. Reasons why we must act early to deal with this possibility, by creating an action plan between the national government, local authorities and other actors.
On the other hand, we must not forget that Ecuador is located in a seismic zone with great vulnerability and that it has several active volcanoes that erupt. Some warn us of an increase in their activity, which could lead to larger eruptions.
In this context, the approval of the Organic Law for Comprehensive Disaster Risk Management is essential for Ecuador, the country demands and demands it. The importance of this law lies in the fact that it establishes a legal and regulatory framework for comprehensive disaster risk management, which includes prevention, mitigation, preparation, disaster response and recovery. In addition, it seeks to establish effective coordination between different levels of government, institutions and the general public in order to achieve comprehensive and effective risk management.
The organic law for comprehensive disaster risk management also seeks to promote a culture of prevention and self-protection, promoting education and awareness of the population on the importance of risk management and active participation in decision-making and preventive actions.
The draft law passed by the National Assembly underwent a broad participatory process during which recommendations from various sectors were collected. Its approval will enable the country to take a significant step in protecting human rights and the most vulnerable populations in emergencies and promoting resilient recovery. The urgency of this Act is more evident today than ever. (OR)
