The Investigative Committee of Russia has completed the investigation of a criminal case against former State Duma deputy Yevgeny Trepov, who is accused of embezzling funds from the bankrupt Kostroma Confidence Bank. According to Kommersant, Trepov himself is its owner and chairman of the board of directors.
Together with him, the former and. O. the chairman of the board of this credit institution, Svetlana Germogenova, and the general director of the bank, Alexander Zuev.
The publication recalls that the provisional administration and the Central Bank filed complaints to law enforcement agencies about fraud in the Kostroma Confidence Bank a month after the license was revoked from the credit institution. She was banned from the ban in April 2018 due to the use of a “risky business model focused on serving the interests of the main owner” in her activities.
The regulator also noted that, in particular, because of this, a significant amount of assets of unsatisfactory quality was formed on the balance sheet of the credit institution. Moreover, the Central Bank added, Confidence Bank also carried out dubious transit operations. The credit institution owes 4.3 billion rubles to depositors. At the moment, most of this amount has already been returned to them.
According to Kommersant, investigators opened a criminal case on especially large-scale fraud, which was later reclassified as especially large-scale embezzlement, in October 2021. For almost a year, it was investigated against unidentified persons.
All defendants were detained in August 2022. After the arrest, all the defendants were sent to Moscow. The Basmanny Court eventually sent all the accused under house arrest.
As noted by the Investigative Committee of the Russian Federation, the standard scheme of theft from Confidence Bank was used – the issuance of unsecured loans to six one-day firms controlled by participants in the fraud with further withdrawal of funds under fictitious transactions.
According to the materials of the case, the guilt of the alleged organizer of the withdrawal of funds, Yevgeny Trepov, is confirmed by the testimony of not only accomplices, but also witnesses. He himself, according to the publication, does not admit his guilt.
