The initial budget presented by the Franco-Colombian consortium of the companies Transdev SA and Metro Medellín would have changed in the work tables held since its pre-selection to be the operator of the Quito Metro.
This was the reason for the completion of the preparation process with the consortium and return to the call for companies that wish to participate (for the second time). This was announced by municipal authorities, this afternoon, in the press room of the capital’s Municipality.
Mayor Santiago Guarderas pointed out that the new proposals must be delivered until August 29 and that this will not stop the schedule for the start of commercial operations in December of this year, which is what the manager of the Metropolitan Company informed him. Quito Metro (Epmmq), Efrain Bastidas.
For his part, Bastidas maintained that the Franco-Colombian consortium’s proposal did not include the amounts attributable to inflation. The same ones that were increased in these work tables and that the company reported that these were not possible, depending on the type of contract established.
The initial proposal presented by the Transdev Group and Metro Medellín was for $160 million. It won due to the difference with its contender, the Sao Paulo Metro company, from Brazil, which presented a proposal for $274 million.
Roberto Custode, operations manager of the Quito Metro and president of the technical commission that evaluates the operator, emphasized that they could not determine this inconsistency before starting the work tables, because the increase was not established in the initial proposal.
He also indicated that with this restart of the call phase for companies that wish to be contracted for six years for the operation of the Metro, they anticipate that the signing of the contract will be at the end of August or the first week of October.

Until then, they must have held the work tables that they did with this consortium, after which they will issue a formal invitation and the company will submit a final proposal for the signatures and award of the contract. Afterwards, they will have approximately two months to start operations.
The date on which the economic inconsistency of the consortium was detected was consulted, however, none of the authorities indicated the day.
Regarding a legal resource for protection action filed by a member of the citizen oversight against the municipal company, it was learned that the plaintiff, David Dávalos, withdrew from it.
Guarderas said that it is good news, that the judge who heard the case approved this withdrawal “because she had no head or tail.”
For its part, this newspaper learned that another member of the oversight office will enter a request for access to information, since they assure that they have not received what was requested. (YO)
