The order of Roskomnadzor with the criteria for LGBT propaganda, pedophilia and sex change on the Internet was approved by the Ministry of Justice and was published on the legal information portal, Vedomosti writes.
The order will come into force on September 1 and will be valid for six years. According to the document, sites will be included in the register of prohibited if the information contained there is aimed at convincing a person of the admissibility and attractiveness of sexual relations with minors; convinces of the attractiveness of non-traditional sexual relations, arouses interest in them and justifies their advantage over traditional ones; creates a “distorted idea of the social equivalence” of traditional and non-traditional relationships; aims to form a positive attitude towards gender reassignment.
The publication notes that these criteria will not apply to works of art that describe or depict “plot-justified” relationships between minors, as well as minors and adults. However, this is only permissible if the artwork does not contain an image of a child who performs sexual acts.
The experts interviewed by the newspaper stated that the wording in the order was vague and admitted that it would be possible to restrict access to the site “taking into account the submissions of a particular official of a state body.” According to Fyodor Kravchenko, managing partner of the Collegium of Media Lawyers, the document contains evaluative categories and does not disclose the concept of “propaganda”.
Recall that the law banning LGBT propaganda, pedophilia and gender reassignment among people of any age was adopted in Russia in December last year.
