The State Duma adopted in the third, final reading the law on the digitalization of military registration in the Russian Federation. It is reported by Interfax.
According to the law, a unified register of persons liable for military service will be created on the basis of the state information resource, which “will make this system of military registration transparent and relevant,” said Andrei Kartapolov, chairman of the State Duma Committee on Defense, co-author of the amendments.
“With these changes, Russia is promptly correcting those shortcomings in the military registration system that were revealed in 2022,” the head of the committee noted.
The law provides for the duplication of paper summonses in electronic form. They will, in particular, be sent through the State Services portal. The law also introduces the possibility of notification of conscription for military service by registered mail.
At the same time, it is noted that summonses sent in writing by mail to citizens subject to conscription for military service are considered handed over against receipt on the day of delivery (delivery) of the corresponding registered letters to these citizens if there is a mark of the postal organization on delivery in the notification of delivery of the registered letter (delivery) of a registered letter to a citizen.
The summons in electronic form is considered served from the moment it is posted in the citizen’s personal account on the relevant information resource, in the information system, the document says.
If the subpoena, whether in writing or electronically, is not served, it is considered to be served in any case after seven days from the date of its placement in the subpoena register, the amendments say.
The amendments also provide that a citizen subject to conscription for military service who has received a summons from the military commissariat after the date of appearance indicated therein, within two weeks from the date of receipt of the summons, is obliged to report this by personally appearing at the military commissariat, or through the State Services portal.
A citizen subject to conscription for military service who has not received a summons from the military commissariat during the period of conscription for military service, within two weeks from the date of the beginning of the next period of conscription for military service, is obliged to personally appear at the military commissariat for verification of military registration data.
