The actions of Diego Ordóñez, says the complainant, have caused him serious damage or psychological suffering in the face of exposure to a danger or threat originated in the misogynistic and sexist behavior of the citizen against whom he presents the complaint, which affects the peaceful coexistence of the Assembly members and those who attend or work in the National Assembly, that is, inappropriate behaviors constituting serious and very serious offenses.
Palacios presented the request to the CAL against Ordóñez for having incurred in a serious or very serious offense typified in paragraph 1 of article 170 of the Organic Law of the Legislative Function, related to verbal aggression to an assembly member inside or outside the precinct parliamentary.
That parliamentary body must carry out an investigation in which it knows the version of the legislator who is considered affected and the accused, then implement a sanction.
Palacios in his complaint asks that Diego Ordóñez, for his inappropriate behavior and way of acting, evidently misogyny and sexist, be sanctioned with the maximum penalty that the disciplinary order allows, that he be ordered to offer a public apology and be ordered to not to repeat in the future events such as those that motivate this complaint in respect of the majesty of the Legislative Branch.
In the letter, Palacios describes that through various media, on the occasion of the international scandal unleashed by the so-called Pandora Papers, he preceded an investigation and delivery of documents in the National Assembly, as well as interviews, which led to various reactions and some were attacks on his honor and dignity in the written media and social networks.

Said way of acting, according to Palacios, disrespects the duties as a legislator, established in paragraph 12 of article 162 of the Organic Law of the Legislative Function, and is subject to the provisions of articles 170.1 and 171.4 of the LOFL, and 5.1 and 6.4 of the regulations for the processing of administrative offenses that assembly members may incur and their sanction.
According to the procedure, once the complaint has been qualified, the assembly member against whom it has been directed will be notified so that he can respond within three days, who may request to be heard before the CAL. The applicant will also participate in the session. With the answer, it will issue a resolution in which it will conclude if the fault has been incurred and will impose a sanction.
