Deputies of the St. Petersburg parliament intend to apply to the State Duma of the Russian Federation with a proposal to introduce liability for walking potentially dangerous dogs without a muzzle. The initiative was supported in the first reading, reports ZAKS.Ru.
Andrey Ryabokon, who presented the United Russia proposal, believes that for walking potentially dangerous dogs without a muzzle, civilians should be fined up to 3,000 rubles, officials – up to 15,000 rubles, and legal entities – up to 30,000 rubles. Thus, it will be possible to reduce the number of animal attacks on people, the deputy is sure.
Now the list includes 12 dog breeds that are considered potentially dangerous in Russia. These include dogs of the Akbash, American Bandog, Ambuldog, Brazilian Bulldog, Bully Kutta, Purebred Alapah Bulldog, Bandog, wolf-dog hybrids, wolfdog, wolf hybrid, ghoul dog, pit bullmastiff, and also the North Caucasian dog. In addition, according to the decree of the Russian government, they include mestizos of the listed breeds. Ryabokon noted that the list could be expanded.
The leader of the New People faction, Dmitry Pavlov, proposed limiting himself to the city law in order to reduce the time for consideration of the proposal. Earlier, Speaker of the Parliament Oleksandr Belsky spoke out in support of the law.
40 deputies voted for the initiative.
