In a bill that the Government will present to the National Assembly, as part of the actions to face the prison crisis, the classification of the new crime of “authorship by domain of organization”, which will be aimed at the heads of criminal organizations.
The announcement was made by President of the Republic, Guillermo Lasso, on the night of November 15, during a message to the nation, regarding the last massacre that occurred in the Litoral Penitentiary in which 62 inmates were murdered. Safety becomes the number one priority of the presidential office, he emphasized.
“In the same legal body we will attack the root of the problem: the bosses of the mafias. They will no longer be able to evade their criminal responsibilities by hiding behind their henchmen. Therefore, we will classify the new crime of “authorship by organization domain ”. In other words, the gang leaders will also pay for the crimes that they order their accomplices to commit, ”the president described.
Through the bill will be carried out a restructuring and coordination of all public entities related to the national rehabilitation system. In addition, the president announced that regulations for the progressive use of force will be approved.
The president stated that the situation in the prisons was produced by many years of neglect and abandonment of democratic values. “Nobody wants to turn this into a political issue. But neither can we blind ourselves to the fact that today we are experiencing precisely the consequences of the politicization and corruption of citizen security. Deliberately handed over territories to criminal gangs so that they operate with impunity ”.
With a call for all State institutions to support the initiatives, Lasso anticipated that states of emergency will be decreed in the country’s prisons “as many times as necessary.”
On the other hand, the Government has achieved international support from the United States, Israel, Colombia, United Kingdom, Spain. “They have already communicated their firm will to support us in the fight against this threat, ”Lasso said. These countries are joined by the United Nations and the European Union.
The president thanked the visit that the mission of the Inter-American Commission on Human Rights, to whom he offered openness and independence to clarify the facts.
In addition, he mentioned that the a process of pacification of the Litoral Penitentiary, which will be led by a group of Ecuadorians. “They will mediate between gangs, without negotiating or yielding anything on the part of the State, to reach agreements for peaceful coexistence inside the detention centers ”, he said.
Lasso concluded his message by reiterating the need for institutional union to solve the problem in prisons. “Judicial authorities, the prosecutor’s office, control entities, the legislature, the forces of order (…) it is up to all of us to enforce the state authority.
