The Ministry of Natural Resources will change the rules for controlling the number of homeless animals

The Ministry of Natural Resources of the Russian Federation plans to give regional government bodies the right to independently determine how to deal with homeless animals. It is reported by “Kommersant”.

It is noted that today in Russia there is only one scheme for regulating their number, namely, OSVV, which stands for catching-sterilization-vaccination-release. At the same time, the ministry clarified that along with giving the regions the right to independently regulate the number of homeless animals, they will be prohibited from killing them.

In addition, according to the authors of the legislative initiative, it is expected that the obligation to sterilize stray animals will be removed from shelters, which is due to the fact that among them there may be lost pets, the sterilization of which is a violation of the property rights of individuals.

The ministry also added that the bill will be supplemented with a number of provisions that will regulate the issue of temporary detention centers for homeless animals.
