Paying carriers per kilometer traveled and not per passenger is one of the proposals of the mayor-elect of Quito, Pabel Muñoz, of the Citizen Revolution movement, in terms of mobility.

The payment would be made with the constitution of a fund to which the fines and registrations would go.

It is part of the policies that would apply to public transportation where there will be a trust.

This scheme, according to César Arias, a mobility consultant and who was the executor of the Trolleybus 26 years ago, was already used in this transport that carried passengers to that system or known as feeders.

He added that by paying per kilometer the demand will be assumed by the Municipality and he estimated it at a high economic value of between $200 and $250 million. This, because there could be many empty paths.

“It’s good because of the intention it has to serve low-demand areas, but perhaps a little more in-depth study is needed to see these economic implications,” he said.

Another approach by Muñoz is to establish a technical rate and a social rate, and if there is a rate gap, the Municipality of Quito will assume the latter.

But the backbone for mobility in the city will be the Quito Metro, whose commercial operation would begin in March.

Arias argued that this underground transport has to be articulated with the rest of the transport system, because in Quito there are around 4 million trips and the Metro will take 200,000.

Arias’s concern is in the economic issue, since he maintained that each improvement in the level of service implies costs, and due to the indebtedness capacity of the Municipality, which would be low.

He welcomes the idea of ​​transferring the costs of fines and other aspects of private transport to public transport, because the latter will need contributions and a subsidy.

A good idea also seems to him that there is a technical and social fee. He explained that the technical rate responds to an arithmetic calculation and the social rate or the rate to the public depends on local politics.

To do this, he added, it is necessary to take into account the economic situation of the users in order to target by means of an electronic card.

The elected mayor, Pabel Muñoz, would establish an automated collection system that allows paying for the transportation service with a card or through a cell phone.

With the information they hope to obtain, it will be possible to determine the deficit points and where routes and frequencies can be restructured.

Several of the proposals of the new authority, which will take office in May, have been discussed with public transport leaders.

Jorge Yánez, who is president of the Union of Urban Transport Operators of Quito, which groups 70% of the approximately 2,800 buses that circulate in the capital, mentioned that they have met four times with Muñoz.

In those meetings, he said, they have discussed the operation of the Metro, in which a reengineering of routes is needed but with edges such as being paid per kilometer traveled and not per transported user, a modality that would be implemented gradually. .

“The advantage is for the user because the bus can arrive at ten o’clock at night with a passenger to any depopulated neighborhood…”, he pointed out.

Other edges are respecting the contracts that date back six years, the implementation of a collection system for the sale of tickets that he called open, that is, that the payment cards serve to cancel other commercial transactions, as well as there is only one trust.

The technical rate, Yánez indicated, is the result of income versus expenses and he estimated it at $0.52, but the socially fair rate is set by law that establishes that no more than 15% of their income can be paid.

“What is the socially fair rate? That is going to be determined in some work groups (…) so that the Municipality can subsidize the user”, mentioned Yánez. (YO)
