The President of the Republic, Guillermo Lasso, through Decree 671 signed on February 10, 2023, created the Secretariat for Bilingual Intercultural Education and Ethnic Education, with political, educational, territorial, technical-pedagogical, epistemic, administrative and financial autonomy, in Coordination with the public policies of the State.
This decision is part of the consensus that was established in the technical tables that were installed in the Episcopal Conference of Ecuador with the Government and the three social movements after the signing of the peace act on June 30, 2022 after 18 days of national strike.
Government offers the indigenous movement that it will give autonomy to the Secretariat of Bilingual Intercultural Education
According to the published text, the secretariat will direct the bilingual intercultural education system and ethno-education, will execute public contracting processes and others of an administrative, financial and human talent nature.
It must designate the teaching, administrative and service personnel that are necessary to fulfill its purposes.
It will carry out investigations and publications of the languages and the ancestral sciences of the peoples and nationalities.
A delegate from that secretariat will act as secretary of the Plurinational Council of the Bilingual Intercultural System and Ethnoeducation of peoples and nationalities.
Public servants who provide their services with appointment, contracts or any other modality in the Secretariat of the Bilingual Intercultural System and Ethnoeducation will remain in the new institution.
Likewise, it will also keep all movable or immovable property, equipment, documentation, files and information that currently rests in the Secretariat of the Bilingual Intercultural Education System, and all contracts, agreements, litigation and programs administered by the Bilingual Intercultural Education Secretariat will be maintained. in the new organism.
With Decree 671, Decree 445 of July 6, 2018, which created the Secretariat of the Bilingual Intercultural Education System as an entity attached to the Ministry of Education, is rendered null and void. (YO)
