There is still no set date for the plenary session of the National Assembly to know the majority report regarding the investigation carried out by the Constitutional Guarantees Commission on the Pandora Papers case, in which it pointed out an alleged breach of the President of the Republic, Guillermo Lasso , to the legal prohibition that candidates for elected office and public officials possess assets and money in tax havens.
In Parliament, the government sector speaks that the legislative priority at the moment is the approval of the 2022 budget proforma and the urgent project in economic matters of Economic Development and Fiscal Sustainability, which would mean at least two weeks of debates, and then this, the report on Pandora’s papers would be known.

Eitel Zambrano, legislator of the National Agreement Bank (BAN), said that in theory next week the two economic proposals of the Government would enter into debate, then they will have to wait for the objections of the Executive if there are any, and the plenary session will have to define whether welcomes them or not. Everything will depend on the decision of the president of the Assembly, Guadalupe Llori, from the ranks of Pachakutik.
Zambrano commented that the majority report of the Constitutional Guarantees Commission “was born dead”, because it has unconstitutionalities and, therefore, is not legitimate, since in no part of the document are the grounds for the dismissal or impeachment of the first leader.
What the ruling party will propose, according to the legislator, is that the minority report be accepted and in the resolution of the plenary session it is recommended that all the information that the Assembly has on this case goes to the State Comptroller General and the State Attorney General’s Office .
The Pachakutik bench, according to its coordinator Rafael Lucero, will analyze the possibility of eliminating or changing, with a resolution in plenary session, the first recommendation of the report, which was what caused the controversy and caused a division of criteria in that political sector. This refers to article 130.2 of the Constitution, which speaks of a “serious social upheaval” as a cause for initiating a process of dismissal of the Head of State.
He stated that he personally considers that there is no internal commotion. “People want to work and get ahead, farmers want their products in the markets to have fair prices, drivers and teachers want to work, there is no social upheaval,” he noted.
Lucero reiterated that the decision of the bench is to support the report approved by the legislative board chaired by legislator José Cabascango, a member of PK, but jointly a technical team will work in the elaboration of a draft resolution that will be presented in plenary session of the Assembly during the debate.
This team will be made up of the advisers of the four assembly members of the commission in order to close the discrepancies and misunderstandings that arose in it.
Lucero rejected the statements issued by the coordinator of the National Agreement Bank regarding the existence of Pachakutik assembly members in destabilizing attempts that would be approaching correismo. He asked the bench for respect.
The legislator of the Union for Hope (UNES) bench and delegate to the Administrative Council of the Legislature (CAL), Ronny Aleaga, warned that the president of the legislature will take 30 days to put the issue of Pandora Papers in plenary; this, to avoid the breakdown of the majority and seal the agreements with Carondelet.
Aleaga indicated that regardless of whether or not the majority report on Pandora’s papers is approved, there are redeemable things such as suggesting the political prosecution of officials who did not provide the information requested during the investigation.
It should also be rescued, he added, that all the information obtained in this case be sent to the Prosecutor’s Office and Comptroller’s Office, as well as the summons to the President of the Republic, Guillermo Lasso, before the Assembly, considering that he is the first public official and also the Parliament is the first function of the State.
