The Ministry of Finance of the Russian Federation named the reason for the failure to fulfill income in January

The Ministry of Finance of the Russian Federation explained the low data on revenues to the federal budget in January 2023 by paying taxes as part of a single tax payment and VAT refunds. The department considered it incorrect to compare them with the figures as of February 1, 2022.

According to the single portal of the budget system, revenues as of February 2 amounted to 414 billion rubles, expenses – 3.371 trillion rubles. So far, the ministry has not published its preliminary assessment of the execution of the federal budget in the first month of the year.

According to preliminary data from January last year, revenues amounted to 2 trillion 089.15 billion rubles, expenses – 1 trillion 964.16 billion rubles.

The department emphasized that the execution of the budget for income and expenses was organized strictly in accordance with tax and budget legislation and took place in January 2023 as planned. Budget revenues in January 2023 were formed for the first time in terms of the payment of the STP (single tax payment).

It is also noted that more significant refunds of funds to taxpayers were made for VAT during January due to the action of the accelerated procedure for VAT refunds, which was not in January 2022.

The VAT calculated on the declarations by the deadlines for payment of the first quarter of 2023 exceeds the figures for the previous year by 23%.
