This February 5, Ecuadorians will go to the polls to choose their new mayors, prefects, councilors and members of the Citizen Participation Council. In addition, they will respond to the popular consultation presented by President Guillermo Lasso. The National Electoral Council sanctions all those citizens who do not comply with the right to vote.
In Ecuador, Voting is compulsory for people between the ages of 18 and 64., included in the electoral roll. It is optional for young people aged 16 and 17. Likewise, for those who are over 65 years of age. The Constitution establishes that, although voting is a right, it is also an obligation of citizens.
As it is an obligation, according to article 292 of the Democracy Code, it imposes a fine on those who do not go to vote, equivalent to 10% of a basic salary. To date, the basic salary is $450, the amount to be paid is $45.
The CNE fines are mandatory to pay, otherwise you will not be able to participate in future votes. Apart from that you will not have the updated voting certificate: an essential document for some citizen procedures.
There are four types of CNE fines according to art. 292 of the Code of Democracy and according to the current unified basic salary ($450):
- Fine for not voting: $45 (10% of SBU).
- For not attending the CNE training as a member of the Vote Receiving Board: $45 (10% of SBU).
- Fine for not complying as a member of the Vote Receiving Board: $67.5 (15% SBU).
- For abandoning duties as a member of the Vote Receiving Board: $4,500 to $9,000 (10 to 20 SBUs).
