It is the third time that Amy has been assigned as a member of a voting board (MJRV). The other two occasions were for the 2017 presidential and 2019 sectional elections. In this close sectional election process, on February 5, 2023, she thought that she would no longer be elected; then she trusted. And she recently looked for her polling place: it was there that she observed that she would once again have to be at a polling station.
She affirms that now she feels more compelled to train because of the fine of 10% of the unified basic salary ($45). “Obviously, I don’t have to pay the fine. I hope they don’t select me again ”, she indicates.
As in the case of Amy, the 279,244 selected as MJRV will be in charge of forming the 40,714 boards that will be enabled nationwide. They must attend the polling stations at 06:30 to settle, and will carry out the voting process from 07:00 to 17:00.
Then, they will remain until the scrutiny and packaging is finished. All these procedures are expected to last until 23:00; that is, a MJRV will be in an enclosure for about 16 hours.

Enrique Pita, Vice President of the National Electoral Council (CNE), mentioned that during this process each board will have five members. Originally there were going to be four, but the CNE decided to add one more to facilitate the scrutiny process.
In fact, the tables will have to process the results of eight electoral ballots: of prefects, mayors, councilors and members of parish councils; the three from the Council for Citizen Participation and Social Control (CPCCS); and that of the referendum proposed by the Government.
“The decision was made to incorporate one more member because the drills ended from 01:00 to 02:00, and that was unacceptable.. The vice president of the organization pointed out that, in case of greater absenteeism of the MJRV, those positions will be filled with the citizens who come to vote. “We grab from the line: those who are passing are taken to join the board, in the event that the holders do not go”, says Pita, adding that this action would be carried out together with the Armed Forces.
Until 11 January 90,000 members have been trainedaccording to Counselor José Cabrera, who collects figures from the National Directorate of Electoral Training of the CNE. Cabrera hopes that until the days before the elections it will reach 100%.

If we divide this $40 by the 16 hours that the MJRVs are expected to be, it means that for every 60 minutes it is $2.50. But if we compare this to the hourly pay for a base salary of $450, it ends up being less. The value per hour is $2.81.
Two groups of people will be organized at each meeting. The first group will be made up of the president and a member, who will be in charge of scrutinizing the votes of the white ballot box, that is, prefects, mayors, councilors and members of parish councils. While the second group, made up of the secretary and two members, will scrutinize the ballots for the referendum and the three for the CPCCS, contained in the brown ballot box.
Those who are selected as members and are not members of the board receiving the vote will have a fine of 15% of the basic salary: $67.50. And for not voting it is 10%, that is, $45.
“It is important to remind him that the basis of democracy is to guarantee that the popular vote is respected and that the human hand only touches the vote on two occasions: the voter when it scratches and the one that scrutinizes to guarantee transparency”, indicates Pita.
