For two consecutive days, the control authorities presented their accountability reports to the National Assembly where they were received with a semi-empty room and showed little interest in the data revealed about the management carried out.
Eight officials attended and none of them had the statutory quorum to continue listening to the progress of the work carried out in the Transparency Function, the Council of the Judiciary, the Ombudsman’s Office, the State Attorney General’s Office, the State Comptroller General’s Office, the State, the National Electoral Council and the Electoral Dispute Tribunal.
On the first day, while the president of the Transparency Function, César Córdova, announced the preventive approaches applied in 2022, to limit and punish irregular and illegal acts that occur in the eight institutions that are part of it, the president of the Council of the Judiciary, Fausto Murillohighlighted the five lines of institutional action such as the fight against corruption, institutional strengthening with training, evaluation and modernization of judicial servers, judicial independence and disciplinary control, as well as the strengthening of investigation and sanction mechanisms in cases of sexual violence .
He also referred to the creation of a specialized unit for the prosecution of crimes related to corruption and organized crime, which forced the selection of fourteen judges. In addition, he reported that now the country has a justice specialized in gender violence with the activation of 39 judicial units in the 24 provinces of the country.
The Public Defender, Ángel Torres Machuca, highlighted that his administration obtained 18 achievements, among them the creation of the defense school to make viable processes of continuous training and a quality defense. That he managed to renew the technological infrastructure and professionals in psychology were incorporated to care for victims of gender violence.

But the one who raised the voice of protest due to the lack of interest and the scarce presence of legislators in plenary session was the State Attorney General, Diana Salazar, noting that although the session to listen to the authorities has been long, he asked the citizens to “demand that the assembly members pay more attention so that precisely these inspection and control activities are carried out for the authorities, because many seats were empty , other legislators were talking and very few assembly members received the attention they deserve, but the vast majority are not”.
Salazar pointed out that perhaps it is time for us to look for other alternatives to be accountable to the citizenry, which is what we owe ourselves to.
In his presentation, Salazar spoke about the creation of thirteen prosecutors, of which three specialize in gender violence, two in property investigation on asset forfeiture, one in traffic accidents, one in transparency and the fight against corruption, one in cyber crime and one on the environment.
That in the last year the transparency and fight against corruption unit managed 301 cases, and those with the highest incidence were the crimes of concussion, influence peddling, embezzlement, bribery and illicit association.
On the second day, they attended: Fernando Muñoz Benítez, president of the Electoral Contentious Tribunal; Juan Carlos Larrea, State Attorney General; Carlos Riofrío, Comptroller General of the State.
Riofrío highlighted that between January and December 2022, a total of 1,352 audit reports were approved: 1,120 general reports and 232 reports with indications of criminal responsibility; that those reports suggest administrative liabilities for more than $24 million and civil liabilities for more than $480 million.
In addition, that in decentralized autonomous governments and their related entities, in 2022 550 audits were carried out. In terms of roads and highway construction, the previous year audits were carried out on works and projects in different provinces of the country. In the health area, reports on the analysis and verification of the contracting processes for medicines, supplies and medical devices, as well as their use, storage and distribution were approved. In the area of education, 99 reports were approved. The control actions were carried out in the Ministry of Education and its district offices at the national level, the National Secretariat of Higher Education, Polytechnic Schools, Universities and their companies.
The last official to present the annual work report to the plenary session was Diana Atamaint, president of the National Electoral Council (CNE), since there were almost no legislators in the plenary session.
She focused her report on the work carried out by the CNE to carry out the electoral process: its organization, financing and security.
That the result of this management will be seen on February 5, such as the appointment of mayors, prefects, vice-prefects, councilors, members of the parish councils, members of the Council for Citizen Participation and Social Control and the referendum with eight questions posed by the Executive and a popular consultation for the cantonization of Seville Don Bosco, in Morona Santiago.
He reported on the decision to increase the number of members of the Vote Receiving Boards, which will be made up of five people: a president, three members and a secretary, with the aim of creating two working groups and being more effective in vote counting. , both for the sectional authorities and the referendum. This was resolved based on drills, in order to avoid a delay in the count. He called for training for the voting day on February 5.
Atamaint stressed that unlike what happened in previous electoral processes, the Executive delivered the resources for the execution of the electoral process in a timely manner, and finally, invited the few legislators present in the room to join forces, and that, going beyond the legitimate ideological differences, form a single team: that of Ecuador.
He ratified the CNE’s commitment to fulfill its powers with honesty and love for the country, and said that it is always willing to render accounts to the people and to the National Assembly as many times as necessary. (YO)
