The State Duma will prepare proposals on the possibility of banning vapes in the Russian Federation

State Duma Speaker Vyacheslav Volodin at a meeting of the lower house of parliament instructed relevant committees to make proposals on a possible ban on vapes. It is reported by RBC.

“Let us, if you don’t mind, we will instruct the relevant committees – the committee on health protection, the committee on education, since we are talking about school-age children who are more and more exposed to the use of vapes, as well as the committee on youth affairs – study these issues as a matter of priority and make proposals on the possibility of banning vapes,” he said.

Vice Speaker Pyotr Tolstoy will coordinate this work, Volodin added.

In 2020, Russia passed a law banning the sale of hookahs, vapes, and other smoking devices to minors. In addition, by law, vapes and hookahs were actually equated to tobacco products, and their use in public places was limited.

Last year, the LDPR faction proposed to completely ban vapes and electronic cigarettes and introduced a corresponding bill. This initiative was supported by Interior Minister Vladimir Kolokoltsev.

The Ministry of Industry and Trade opposed it. They said that complete bans lead to the formation of a black market, and also proposed to focus on combating the illegal circulation of nicotine-containing products.
