In the electoral debate organized by the National Electoral Council (CNE), the candidates for mayor of Quito referred to local administration, which was one of the thematic axes. Most promise efficiency in the municipality with the application of technology.
The question that was raised in the debate was the following: Infrastructures are the material base of a city; however, with the fourth industrial revolution, a set of global and private virtual platforms, services and applications have emerged that they replace. What will be the regulatory policies for these technologies in order to reduce technological gaps and generate freer, more democratic and community access to the network.
The first block of candidates was made up of: Natasha Rojas from Unidad Popular list 2; Pablo Ponce of the Democratic Left list 12; Luisa Maldonado of the Avanza list 8 party; Pabel Muñoz from the Citizen Revolution movement list 5; Jéssica Jaramillo, from the Todos lista 70 movement; Andrés Páez from the Quito alliance Vuelve lists 3, 20 and 71.
Natasha Roja from Popular Unity list 2 He pointed out that the priority in his administration will be an investment in the neighborhoods of the city, he will return to the neighborhoods the bus centers for the boys and girls that the former mayor, Jorge Yunda, eliminated.
He also announced that he will establish digitization systems in the municipality, promises free internet for the city, and an inclusive and participatory model that guarantees rights for all.
Pablo Ponce, from the Democratic Left (ID) list 12He said that he will put the house in order and that he will coordinate with the 58 entities that are part of the Municipality to put it at the service of the people.
Then, he began to show an examination of the State Comptroller General’s Office that he will not have sanctions in the use of public resources when he was a councilor. “The important thing is zero corruption,” he noted.
He urged all the candidates to present a report that discards these facts because “the important thing is not to be corrupt. I will be a mayor who listens to the people and the municipal employees”.
The proposal of Luisa Maldonado, candidate of Avanza Lista 8, is to cancel the existing management model. He assured that it is necessary to promote the decentralization and deconcentration of the Municipality, giving more capacities to the zonal administrations. “We are going to decentralize budgets, powers and officials.”
He added that internet access will be expanded in sectors that do not have this service. And he mentioned that the procedures of the Cabildo must be agile, online.
The candidate Pabel Muñoz of the Citizen Revolution movement list 5 He proposed a facilitating municipality and not hindering, and that inefficient procedures will be eliminated. That it will rescue the dignity of the municipal worker and that the municipal administrations will have a bigger budget.
Jéssica Jaramillo, movement All, list 70, said that it was essential to regularize all sectors of the city and warned that it will prevent relatives or close friends of councilors from being on the boards of public companies. “The political spoils are over, I am not going to allow them to manage public companies.”
Additionally, he said that he will promote the Economic Statute for Quito and that he will support the cantonization of Calderón and Cumbayá.
Andrés Páez, from the Quito Vuelve alliance, list 20, He stressed that the defense of Quito also implies technology transfer and free connectivity, especially for students.
The candidate got out of the question and talked about giving credits and microcredits for enterprises. And he expressed that the central government must invest in public works in the city, to generate sources of employment.
Second group of candidates for mayors of Quito
In the second group of candidates for mayor of Quito, the following intervened: Jorge Yunda, alliance Together for the People lists 18, 4 and 35; María José Carrión movement Amigo list 16; Omar Cevallos from Centro Democrático list 1; Patricio Alarcón from the PSC list 6; Luz Elena Coloma, Alianza Va por ti lists 33-21-65; and, Pedro Freile, Alianza UIO list 17-23.
In the axis on local administration, the question was the following: Quito has been a Metropolitan District since 1993 and the Constitution of the Republic establishes the need for an autonomous statute, of autonomy. What will be the process that will follow to comply with the constitutional mandate and make Quito an autonomous city in the broad sense of this term?
Jorge Yunda, from the ‘Together for the People’ alliance, He recalled that the autonomous statute is a small constitution that the people vote to analyze the powers in a city and did not dismiss the fact that if elected he will “recover” his debate.
He said that when he was in the mayor’s office, he tried to work on it with the academic Fernando Carrión, but councilor Omar Cevallos made him “disgust”.
María José Carrión, candidate of the Amigo movement list 16, questioned the autonomous statute of Quito and the powers but also the integral development of the city should be discussed. For Carrión, the powers of the city must be reconsidered to transform the capital.
The candidate Omar Cevallos of Centro Democrático list 1, He indicated that an autonomous statute is necessary for the Metropolitan District, but that he will not triangulate the municipal resources to hire the architect Fernando Carrión, for $75,000 for a single consultancy, as the past administration did. He will make the statute with officials who, yes, have value in the municipality.
Patricio Alarcón, from the PSC-MIOS alliance He recognized that the execution of this autonomous statute is contemplated in the Constitution, but he does not believe that it will advance because it will not have the support of the mayor’s office and the councilors.
But, if he is elected, he will not maintain an obese municipality and that with an ordinance, he will be able to reduce it. “I’m going to run the city well without the charter,” he said.
Luz Elena Coloma, from the CREO movement, he got out of the question and attacked Jorge Yunda and the alleged breaches of his management, as well as alleged addressing of contracts. Coloma assured that he will advance the autonomous statute and that he will work with “honesty and transparency.” He said that if he becomes mayor he will be aware of what is happening in the city and will be accountable.
Pedro Freile, Alianza UIO list 17-23, proposed continuing towards a consultation and the structuring of an autonomous statute for the city, and highlighted the economic powers that could be generated from it to improve employability conditions and facilitate the establishment of new businesses within the city, which moves him to promote the autonomous statute. This statute will be used as a basis to unite the rest of the cantons of the province, therefore, the government plan is called the government plan for Quito and the capital region, he noted. (YO)
