Kommersant: The Ministry of Digital Transformation is discussing with business measures to return IT specialists to Russia – Rosbalt

The Ministry of Digital Transformation is holding meetings with representatives of IT companies to discuss the necessary measures for the return of IT specialists to Russia, Kommersant writes with reference to market participants.

Possible measures include both partial payment for “reverse relocation” and an increase in personal income tax from 13% to 30% for those who work from abroad, Aleksey Smirnov, head of the board of directors of Basalt SPO, told the publication.

The head of Russoft, Valentin Makarov, also confirmed the discussion of the issue of measures for the return of IT specialists and added that, among other things, the possibility of providing armor from conscription into the army and paying for a flight to Russia are being discussed. At the same time, he suggested that “tough proposals”, in particular, a ban on remote work and tax increases, “will only hurt,” as specialists “will start to quit en masse.”

According to a source in the government, there is no final package of measures yet, but it will be adopted “in the near future.”

At the same time, the Ministry of Digital Development told the publication that the department was developing “additional measures to support the development of IT companies operating in Russia.” The ministry emphasized that they do not support the introduction of a ban on remote work from abroad and the introduction of protective taxes.
