The Economic and Tax Regime Commission of the National Assembly, this November 6, began the process of the 2022 budget proforma and the 2022-2025 four-year programming, in its first session it approved the schedule of appearances and set for November 12 the approval of the report for the plenary session.
The ruling party proposes to Parliament the approval of a proforma that is located at $ 33,899.73 million, which represents an increase of $ 2,438.57 million in relation to the general budget of the State codified as of August 31 last.
According to the proposal of the government of Guillermo Lasso, the income of the proforma for next year would be for $ 24,114.62 million and the projected expenses are $ 27,898.12 million, with which there would be a global deficit of $ 3,783.50 millions; that is, 3.45% of the gross domestic product (GDP).

The assembly members that make up the commission that will analyze and prepare the report for the plenary session are the following: Mireya Pazmiño (PK), Johnny Terán (PSC), Guido Chiriboga, Diego Ordóñez, Byron Maldonado and Eitel Zambrano (BAN) and Pabel Muñoz, Ana Cecilia Herrera and Blasco Luna (UNES).
Unanimously, the Economic Regime Commission approved a work schedule that includes 17 appearances. In addition, it accepted the motion of the official legislator Byron Maldonado, to request the Ministry of Economy and Finance to delegate a technical team to accompany the proforma analysis process and to resolve any queries and doubts that may arise.
The appearances will begin on Monday, November 8, at 09:00, with the president of the IESS Board of Directors, Francisco Cepeda, and the manager of Biess, Freddy Monge; then the manager of Petroecuador EP, Pablo Luna, must attend.
That same day, in the afternoon, the presence of the president of the Congope, Pablo Jurado; the president of the AME, Franklin Galarza; the president of Conagopare, Ylda Rivera; Galo Naranjo, representative of the universities; Edison Lima, representative of the retirees; and Andrés Mideros, representative of the academy.
On the second day of appearances, set for November 9, attendance is expected from 09:00 am by the National Secretary for Planning, Jairon Merchán; then the general manager of the Central Bank of Ecuador, Guillermo Avellán; the director of the Internal Revenue Service, Marisol Andrade; the director of the National Customs Service of Ecuador, Carola Ríos; Alejandro Ribadeneira, secretary of the Senescyt; and the appearances will close with the Minister of Economy and Finance, Simón Cueva Armijos.
The Constitution of the Republic in its article 295 determines that once the annual budget proforma and the four-year budget programming have been presented by the Executive, the National Assembly will approve or observe in the following 30 days and in a single debate. The legislature may only make observations by income and expenditure sectors, and may not alter the overall amount of the proforma. For the approval of the proforma, 70 votes are required. (I)
