A landslide of great proportions registered in the Rosas sector, in Cauca, on the Pasto-Popayán road, leaves the southwest of Colombia cut off from the interior of the neighboring country, after it blocked the Pan-American highway.

The authorities of the border department (province) of Nariño, opposite Carchi, Esmeraldas and Sucumbíos, recommend that Ecuadorians who had planned to visit Popayán, Cali, Bogotá, Medellín, Cartagena by land, postpone their trips.

The emergency made it necessary to restrict the dispatch of Colombian gasoline and diesel due to the difficulty for tankers to reach the cities of Ipiales and Pasto, a situation that could trigger the smuggling of subsidized fuels from Ecuador to those locations.

The Government of Colombia, Ecopetrol and the Ministry of Mines and Energy are making arrangements with their counterparts in Ecuador to import Ecuadorian gasoline and diesel.

Another alternative is to mobilize the fuels through the Neiva-Lago Agrio-Tulcán-Ipiales-Pasto road, an approach that the Government of Nariño makes as a new option.

Suppliers in the two cities began to restrict the sale of the fuels. Basic necessities are becoming scarce and disappearing from the racks of supermarket chains.

The scarcity evidences a marked speculation in prices, being advisable not to travel in purchase plans from the interior of Ecuador due to the upward escalation and undoubtedly higher prices.

At the Ipiales land terminal there is a damming of travelers and migrants of various nationalities who are desperately struggling to continue towards the center and north of Colombian territory, without the frequencies having been enabled so far due to the blockade of the road that was buried.

The export and import cargo that circulates through Rumichaca, to and from Colombia, uses the Mocoa-Pasto highway, but only 10-ton vehicles with time restrictions are authorized at the pass.

The Colombian Highway Institute reported that it restricted and regulates the traffic of tractor-trailers, based on a single direction in that territory.

Jhon Rojas, governor of Nariño, when referring to the landslide, stated that the road in its original state cannot be recovered, for which reason technicians have suggested the construction of a 1-km variant, which could take more than a month.

Airfares have doubled, however, there are no seats, and the airlines that arrive in Pasto and Ipiales have announced that they will increase the number of flights to satisfy the great demand of travelers. (YO)
